CE marking of ATM equipment
With the entry into force of the “Interoperability Regulation” 552/2004 , ground-based air traffic management (ATM) equipment shall comply with the applicable CE marking regulations such as the EMC directive (2014/30/EU), the LVD (2014/35/EU) or the RED (2014/53/EU) that repeals R&TTE directive.
In the ATM industry, radio equipment directive (RED) – dealing with safety, EMC and radio spectrum-, is mandatory for radio transmitters and receivers and, consequently, they must be tested to demonstrate their compliance with this European Directive. The following products are included:
- Primary radar
- Distance measuring equipment (DME)
- Microwave landing system (MLS)
- Monopulse surveillance secondary radar (MSSR)
- Doppler VHF omni-directional range beacon (DVOR)
- MSSR Mode S
- MSSR site monitor
- ILS glide slope
- ILS localizer
- …
The RED does not deal with sector specific requirements concerning functionality, functional safety, fitness for purpose or interoperability.
For most ground-based ATM products, harmonized standards to demonstrate conformity with RED essential requirements are not available yet and manufacturers must seek the intervention of a notified body. Therefore, the CE marking according to RED must be done applying the EU type examination by a notified body (Annex III of the RED) or on the basis of a quality management system assessment by a notified body under the full quality assurance (Annex IV).

- Safety testing
According to EN 60950-1 standard and relevant standards regarding exposure to electromagnetic field.
- EMC testing:
For radio transmitters and receivers, according to EN 301 489-1 and other relevant parts.
- Radio spectrum testing
When harmonised standards are not available, on the basis of a test protocol based on non-harmonised EN standards, applicable ITU and CEPT recommendations and/or ICAO Annex 10.
Test in manufacturers´ facilities through witness testing program.
