SORA

Europe is working to ensure RPAS flight operation in safety terms. For this reason, JARUS has proposed this year a new methodology for risk assessment named “Specific Operation Risk Assessment” (SORA) for UAS operating under the specific category. Implementation of mitigation measures is also included as an essential part of the scope defined for this document.

This document is divided in several steps to be considered:

• Initial evaluation
• ConOps description
• Determination of the initial UAS Ground Risk Class
• Harm barriers and GRC adaptation
• Lethality determination
• Specific Assurance and Integrity Levels (SAIL)
• Determination of the Airspace Encounter Category (AEC)
• Initial assessment of the Air-Risk Class
• Establish Strategic Mitigations
• Assess Required Level of Tactical Mitigation
• Identification of recommended threat barriers
• Feasibility check
• Verification of robustness of the proposed barriers

SORA remarks, specially, risks on ground and in air with their mitigation, from the beginning JARUS’ objectives have been oriented to operations with the minimum risks. To develop a complete analysis based on SORA methodology is pending the development of some annexes, which is planned to be ready by the end of 2017 or early next year.

Alter Technology RPAS experts’ team, following the innovation line and the new European tends have incorporated the risk assessment based on SORA to our pool of services for the RPAS field to facilitate this evaluation task to our clients.

This document recommends a risk assessment methodology to establish a sufficient level of confidence that a specific operation can be conducted safely. It allows the evaluation of the intended concept of operation and a categorization into 6 different Specific Assurance and Integrity Levels (SAIL). It then recommends objectives to be met for each SAIL.
